Mill Creek Outlet Update - April 2024

As you are probably aware, the Hamlet of Honeoye here in the Town of Richmond has experienced problems with flooding for many years now. I have been working with the Town engineer’s and NYS Department of Environmental Conservation (DEC) for a solution to our problem since taking office in 2020. The Town has been struggling with this flooding problem ever since the DEC would not renew the Town’s maintenance permit almost 20 years ago.

Heavy rains continue to erode the banks along Mill Creek, that coupled with the sediment being washed down from upstream continue to accumulate in the lower Mill Creek channel, blocking the stream bed. As this stream bed fills with sediment the stream overflows the banks, flooding our community. In the last 4 years the Town has received 3 NYSDEC emergency permits to remove sediment buildup under and near the Main Street bridge, this is where the majority of the sediment accumulates. The DEC will not continue to issue emergency permits, the Town needs to implement a Master Plan to correct the bank erosion.

Through our persistence the Town has developed a Mill Creek/ Honeoye Outlet Channel Master Plan. Phase 1 of this Master Plan will allow the Town to be able to install Stream Bank stabilization, remove built up sediment, and install stream alignment structures. This design will provide for sediment collection, thus allowing the Town the ability to apply to the DEC to maintain the structures. This has been a long process trying to work through, with all the requirements imposed by the NYSDEC.

This is also going to be a costly project. We have secured most of the funding through Grants from both New York State and the Federal Government. The money the Town will need to contribute is already accounted for.

The Town feels we are very close now to receiving approval, and the required permit for the work from the NYSDEC. The NYSDEC has issued a notice of complete application, and once it clears the current public comment period, the Town should be issued a permit. The project has also been released for contractors to bid on, we are that close.

HONEOYE LAKE LEVEL:

The Town will be applying for another Emergency Permit from the New York State Department of Environmental Conservation (DEC).

This permit will allow the Town of Richmond to again remove Gravel bars in Honeoye Creek deposited there from Mill Creek during the heavy rain events over the last year.

These Gravel bars have been restricting the water flow from Honeoye Lake, which has resulted in the lake level going down slower than normal. This is the same problem the Town was faced with last year, demonstrating the importance of the above Mill Creek Project.

The Town, working with the Town engineers to start the process, we will be developing a schedule and updating the community as we proceed.

Draft 2024 Hazard Mitigation Plan Update

This document outlines the purpose of the Plan, the planning process, a demographic profile of Ontario County, a county-wide risk assessment of 12 natural hazards - drought, extreme heat/cold, flood, hail, ice & snow storm, landslide, lightning, tornado, wildfire, and wind, and 7 human caused hazards - dam failure, fire, hazardous materials, infestation, terrorism, utility failure, and water supply contamination. Starting on page 290 of the file, the Plan also updates the status of mitigation strategies from the 2018 Plan, identifies at least one mitigation strategy to address each natural hazard in each municipality, and reviews the process for Plan maintenance. Plan Appendices A to G (p 615) summarize involved participants, public survey results, critical facilities, meeting documentation, state and federal funding opportunities, and other required information.

Letter to the Community

This year has gone by so fast. As we prepare to close out another year, I would like to highlight some of the accomplishments within our community in 2023.

Early in the year, our lake-shore community was dealing with high lake level concerns. These lake levels were the result of a wet spring coupled with sediment buildup in the outlet channel from past flooding events. Working with the NYSDEC, the Town was able to secure our third emergency sediment removal permit in the last four years. Thanks goes out the Richmond Highway Department for again working to remove the sediment and keep the water flowing.

The Town has been working with NYSDEC and other agencies to develop a master plan for Mill Creek and the Honeoye outlet channel. The Engineers feel we are close to having a plan in place for Phase 1, sediment removal, bank stabilization and maintenance for Mill Creek, possibly starting the project this coming spring.

Main Street improvements — the new sidewalks in the Hamlet area are nearly complete, with the resolution of a hidden delay, requiring some last-minute modifications. We've created a Main Street Enhancement Committee, with some very energetic volunteers is already bringing forward improvements such as the new banners, and working with the Town to acquire a grant for future improvements. The Legion helped out with flags, the garden club has contributed flowers, and business owners are continuing to improve their properties.

The Nature Trail Bridges in Sandy Bottom Park — this turned out to be a lengthy and difficult process. First, finding an engineer with the time and expertise to take on the project. Then, being in an environmentally sensitive area, it took a great deal of time and design work to develop a plan acceptable to the NYSDEC. I’m glad to report the Town has acquired the NYSDEC permit and has now ordered the new bridges. These new bridges are expected to be installed in early 2024. The parks and recreation committee has acquired a grant for the Town to extend the boardwalk. The Town will be working to do additional improvements to the existing boardwalk.

The Town also worked with a dedicated group of individuals to form the Community Garden Committee. This group worked to solicit funding and construct a successful Community Garden, located near the junior baseball fields.

With the formation of the Climate Smart Advisory Committee, the Town is working to advance Richmond’s Climate Smart Community certification. The Town started the Community Solar Program, saving customers money and benefiting the Town.

Our community also enjoyed many great events throughout the year — the Rotary concerts, the holiday parades, and a fireworks display, capped off with the Honeoye Holiday Hometown Event — a week full of community activities with so many individuals and groups participating in the fun, while enjoying our little Town.

There are so many caring individuals that have volunteered in some way to make our community a wonderful place to live, THANK YOU.

Important Notice: FEMA “Flood Plain” Update

As a follow up to previous notice regarding proposed “Flood Plain” Elevation changes proposed for the Town of Richmond. On Monday October 30 the Town’s engineer and I meet with FEMA representatives to discuss the preliminary results regarding the questions we had raised regarding the new proposed Flood Insurance Rate Maps (FIRM) also referred to as “flood plain” maps.

FEMA had re-evaluated the data to determine the Town’s flood elevation based on our questions previously raised. They reviewed the information from the new study with us, and said there were some minor adjustments to the data, but not significant enough to warrant a modification to the originally proposed maps, or base flood elevations.

FEMA is honoring my request to have a meeting in the Town of Richmond due to the impact on our community. FEMA representatives will come to the Richmond Town Hall, with the proposed maps, and will meet with individuals and answer questions.

We are told this change in the maps will impact an additional 200 properties in the Town of Richmond. Being located in a “flood plain” means you may be required to purchase flood insurance, and could impose building restrictions on your property.
